 SITUATION OVERVIEW

Organised criminal networks have seized control of multiple key structures within the Area of Operations. The site is being used as a drug packaging, storage, and distribution hub, with several rival gangs operating independently inside the same urban environment.

Large quantities of narcotics and cash are being processed and protected by armed criminals. Rival gangs are actively competing for territory and product while resisting law-enforcement interference.

Due to the scale, volatility, and inter-gang conflict within the AO, a specialist Police Task Force has been authorised to conduct repeated raid operations over an extended operational window.

OPERATIONAL FLOW

  • The Area of Operations remains under criminal control for the duration of the event
  • Police units will deploy into the AO to conduct raids, then withdraw back to a Command and Staging Area
  • Raids may be dynamic or deliberate, depending on intelligence and resistance
  • Criminal gangs will use Police withdrawal periods to regroup, re-establish stash, and reposition

This creates a continuous cycle of pressure, disruption, and recovery across the site.

OBJECTIVES AND WIN CONDITIONS

Primary Win Condition:

The gang or faction that controls the largest secured stash at the end of the operation will be considered in control of the AO.

POLICE TASK FORCE

Role:

Specialist Police and tactical units tasked with disrupting criminal operations through targeted raids.

Operations:

  •  Stage from a designated Command and Staging Area
  • Deploy into the AO to conduct raids and seizures
  • Withdraw after operations to reorganise and re-task
  • Seize drugs, cash, and intelligence
  • Arrest or neutralise hostile elements
  • Exploit rival gang activity

Police units are expected to operate with coordination, tempo, and discipline.

 OPFOR – CRIMINAL GANG STRUCTURE

OPFOR forces are divided into multiple independent criminal gangs.

While gangs operate autonomously within the AO, all factions ultimately answer to a single criminal authority responsible for distribution and payment.

This authority will:

  • Issue instructions to gangs
  • Demand stash drop-offs
  • Facilitate drug-for-cash exchanges
  • Shift power between gangs dynamically

Gang Rules:

  • Maximum gang size: 10 players
  • Each gang operates as its own independent cell
  • Temporary truces may occur, but rivalry is expected

Solo or Unassigned Players:

  • Players without a pre-made team will be merged into composite gangs
  • Gangs will be balanced by staff
  • No players operate independently

OPFOR OBJECTIVES

Each gang will:

  • Secure and defend stash locations
  • Package and move drugs
  • Steal stash from rival gangs
  • Resist Police raids
  • Regain control during Police withdrawal periods

 OPFOR IDENTIFICATION

  • Each gang will be assigned a unique colour
  • Colours must be worn at all times
  • Rep your crew !

OPFOR UNIFORM GUIDELINES

OPFOR players must portray irregular criminal elements rather than professional military forces.
